
AB1634 began as a mandatory spay/neuter bill applying to virtually all dogs and cats in California. On June 18, 2008 all provisions were stripped from the bill. The original language was replaced with complusory sterilzation of much more limited scope. It applies to animals impounded multiple times (3 times for dogs, 2 times for cats) as well as animals that have been the subject of multiple complaints. The bill passed the Senate Local Government Committe on a 3-2 vote. You can watch the committee hearing here. Be patient it takes a while to start.
My comments on the specific provisions of the new content can be found in the June 18 analysis. The Animal Council has detailed consideration of mandatory sterilization on impoundment provisions in general, and of these provisions in particular.
Check out the No Kill Solution. These solutions better focus on the actual problem. If we can get people to keep the pets they have that will be the most effective solution.
